各問題の解説です。

① Ben is going to finish this report on September 1st.

→ 下線部 “on September 1st” が「時」を示しているので、
「時」をたずねる when を使います。

→ 仮に on September 1st の部分に when を置きます。

→ 疑問文をつくります。
